The article analyses the main bodies of North's Tool Rationalism Institutional Change theory and Hayek's Evolutionary Rationalism Institutional Change theory, and also tests them in the practice of China's reform. It is hoped that the rational thinking of the pattern of government-dominated institutional change would provide useful path for the study of government-dominated pattern in China's reform.
